She holds a Bachelor of Business Administration from the University of Nevada, Las Vegas, and is IAP2-certified in Public Participation Planning and Public Participation Techniques. She leads the firm’s public involvement efforts, aligning outreach with planning, environmental, design, and construction phases while ensuring compliance with NEPA, ADA, and public participation standards.
As CEO, Carin oversees the development of strategic public involvement programs that meet agency requirements and project goals. Known for building trust and proactively addressing stakeholder concerns, she helps minimize risk, maintain schedules, and foster transparent, collaborative project environments.
A seasoned marathon runner with 123 races completed, Carin has a personal connection to many of the roads where the firm has worked—reflecting her passion for community engagement and infrastructure.

Scott Henriksen, President. Scott has managed and directed hundreds of public engagement projects, bringing a rare ability to translate complex construction details into clear, community-focused communication. With over three decades of public engagement and construction experience, he combines technical expertise with a deep understanding of public involvement, making him especially effective on complex transportation and infrastructure projects.
Scott ensures that all Jacques & Associates public involvement managers are trained in industry-standard tools such as Adobe Creative Suite and multimedia production platforms, enabling high-quality, visually engaging outreach materials. His attention to detail and calm, steady approach have earned the trust of both project teams and stakeholders.
Scott studied Construction Management at Brigham Young University, is a graduate of the AWWA Leadership Course, holds a UDOT Utility Coordination Certification, and is an active IAP2 member with dual certifications. He is committed to advancing best practices in public engagement and ensuring that stakeholders remain informed and heard throughout the project lifecycle.

Sheri Ostrom, Project Manager. With more than 18 years at Jacques & Associates Inc., Sheri is a trusted Public Involvement Manager known for her calm confidence, attention to detail, and exceptional follow-through. Her extensive experience with state and local government agencies makes her highly effective at coordinating outreach strategies that align with agency standards and project schedules.
Sheri manages the essential day-to-day PI activities that keep projects running smoothly—from attending meetings and coordinating with engineers and contractors to distributing materials, maintaining stakeholder logs, and updating communication tools. Her proactive approach allows her to anticipate and resolve issues before they escalate, keeping both project teams and the public informed and aligned.
She has supported a wide range of UDOT and municipal projects, including Rossi Hill Road, Saratoga Springs Crossroads, Granger-Hunter 4100 South, and Highland City Road Rehabilitation. Known for her responsiveness and reliability, Sheri serves as a strong liaison between project teams and the communities they serve.

Marc Minor, Project Manager. Marc brings more than 25 years of experience in project management, training, marketing, and communications to his role as a Public Involvement Manager at Jacques & Associates Inc. He leads public engagement strategies for complex transportation and large-scale infrastructure projects, ensuring alignment with planning, environmental, design, and construction phases while maintaining compliance with NEPA, ADA, and other public participation standards.
Known for his collaborative approach and positive, approachable demeanor, Marc builds strong relationships with project teams, agencies, and community stakeholders. He is especially effective at facilitating meetings, engaging diverse audiences, and navigating sensitive project concerns.
Detail-oriented and fluent in Spanish, Marc ensures that public-facing communications meet agency style guidelines and reach diverse populations. His commitment to continuous learning keeps his outreach strategies current, effective, and responsive to evolving community needs.

Dixon Holmes, Project Manager. Dixon brings more than 30 years of experience in public outreach, communications, and community engagement. He holds a Bachelor of Science in Land Use Planning and a Master of Public Administration from Brigham Young University, providing a strong foundation in both planning and public administration.
Dixon spent three decades with Provo City, serving in key leadership roles including Assistant Chief Administrative Officer in the Mayor’s Office, economic development, and Development Services. Throughout his career, he managed complex, multi-million-dollar projects such as business park development, airport expansion, medical school development, and downtown redevelopment.
He has extensive experience leading public meetings, facilitating community workshops, and presenting to Planning Commissions and City Councils. Known for his ability to listen, find common ground, and resolve complex challenges, Dixon brings a balanced, collaborative approach to public engagement—ensuring transparency, clarity, and meaningful stakeholder participation.

Rosie Fullmer, Project Manager. Rosie has deep roots in the Cache Valley community and is an ideal Public Involvement (PI) Manager for projects in northern Utah. She has successfully managed more than 45 road and trail construction projects in the region, including the SR-30 Passing Lanes, SR-252 (10th West) Expansion, and Logan City 200 East Reconstruction projects. As a Logan-area resident, she is known for being highly accessible and responsive—often described as just a phone call away.
Rosie is especially recognized for the strong relationships she builds with stakeholders. On the 10th West Expansion project, her rapport with the community was so strong that years later, residents still greet her as a friend and reach out for help with ongoing concerns.
Her approachable, positive communication style makes her highly effective in managing PI activities. One contractor noted, “I have never looked forward to weekly meetings before, but then I started working with Rosie… She would make every Tuesday enjoyable with her bright smile, positive attitude, and plate of delicious cookies!”
